What is ICAO Level 4?
The International Civil Aviation Organization (ICAO) requires pilots and air traffic controllers involved in international operations to demonstrate English language proficiency at Level 4 (Operational) or above, assessed across six criteria: pronunciation, structure, vocabulary, fluency, comprehension, and interactions.
From January 2026, the European Union Safety Agency (EASA) is expanding regulations for member countries, meaning that vehicle drivers operating in the manoeuvring area, in addition to pilots and air traffic controllers, will be required to hold an ICAO English Language Proficiency certificate at Level 4 or above.
